Also squeeze the CallCountingStubCode on RiscV using the compact encoding so that it fits in the same size as it used to. - It looks like it would be possible to use the compact encoding and shrink this further, but I'm not currently looking to make any further changes there. I can't sqeeze the Loongarch model to do that without using the atomic halfword increment instructions, and I have no idea what perf consequences that would have, so I'm not doing that.
