[ComInterfaceGenerator] Generator does not warn on invalid uses of GeneratedComClassAttribute

ComClassGenerator does not raise any diagnostics.

• Error on missing partial modifier
• Error if AllowUnsafeBlocks=false
• Warn if the attributed class does not inherit from any GeneratedComInterface interfaces
