Ran mark-shipped.cmd to merge unshipped APIs into shipped files for release preparation.

Description

Executed eng/scripts/mark-shipped.ps1 against main branch. Script:

• Merged 165 PublicAPI.Unshipped.txt files into corresponding PublicAPI.Shipped.txt files
• Applied alphabetic sort and deduplication
• Processed *REMOVED* markers to filter deleted APIs
• Reset unshipped files to baseline template

Changes span Components, Middleware, MVC, SignalR, Kestrel, Authentication, and other surface areas. Standard release hygiene for API stabilization.
