MvcTemplate_NoAuthImplAsync F# fails due to improper C# version for runtime compilation

Investigated. This requires 2 sets of changes

1. Assume CSharpLangVersion= Preview when no LangVersion is specified by the project.
2. Call SetCSharpLanguageVersion on the RazorProjectEngineBuilder when constructing the engine.

The API will become available once @dougbu's PR goes in.
