Creating an MVC/Razor pages project with a space in its name breaks the styling

Since this is a scoped CSS feature that also MVC/Razor pages has, #52196 applies to them too.

The fix for Blazor is #62675 so we want to probably do the same thing for MVC/Razor Pages.
