Add ETW/FREB events for startup

We already have a few FREB events emitted in ANCM inproc/out of proc. We would like to verify that:

1. The events we have are sufficient.
2. FREB emits etw events.
3. If requiring the user to enable FREB to get ETW logs is okay.
4. Adding ETW events to the shim.

Some of the interesting shim events are mostly informational:

• What version of the shim is running.
• What request handler did we pick.
• Where path did we pick the request handler from.
• What version of the request handler did we pick.

We can log all out debug logs to ETW, they have a lot of this information already.

All the things you asked for are being logged already. Plus any failed method call is logged too.

Nice! Lets make sure we push those into ETW.

This requires a shim change and is probably too late for 2.2. Potentially 3.0?

Investigation is done. Keeping this bug open for other things we'd like to log in 3.0.
