We need to create a PR against the release/9.4 branch where we bump the patch version so that instead of producing 9.4.0 versions, we produce 9.4.1. Take a look at PR #9963 which bumped patch version from 9.3.1 -> 9.3.2 in the release/9.3 branch to see what needs to be done.
