Pull Request Overview
Updates Blazor globalization/localization documentation to refine ICU data loading guidance and add configuration examples.
- Adds instructions for loading all globalization data via BlazorWebAssemblyLoadAllGlobalizationData.
- Expands and clarifies ICU data file selection with BlazorIcuDataFileName and fallback behavior.
- Updates metadata date.
