[Pre6 Followup Work] Blazor state persistence

Description

There's coverage in a few spots on circuit loss/state preservation that don't take into account the new circuit preservation features landing for 10.0. The issue at #35711 pertains to only new coverage for What's New. This follow-up issue is to track changes to existing coverage elsewhere across the Blazor docs. This will include State Management article updates and probably moving the component state preservation content from the Render article to the State Management article.
