[Pre3] Cover registration of persistent service for declarative model in What's New

Description

Add coverage for RegisterPersistentService as part of new declarative model for persisting state to the WN article. This is also a feature to comment on and link from the State Management article, so cross-link the existing Prerendering article coverage from the State Management article.

While doing this, bop over to the fingerprinting bit and add a passing remark that it works for whatever scripts are located in the index.html file. For example ...
