dotnet scaffold – Next Generation Content Creation for .NET

The reference article for dotnet scaffold will be created separately and is tracked by #34886.

cc: @danroth27 @sayedihashimi ... Let me know if we're sticking with the code gen tooling for any length of time beyond .NET 10; otherwise, I'll start users with dotnet scaffold at .NET 10 or later in the tutorial steps. I say ".NET 10" because I understand that the tooling is merely in preview at this time. If you want this issue held all the way out to .NET 11, let me know. 👂
