Update token auth guidance

Description

We'll be firming up the bit on not using token auth unless necessary and listing the concerns about it (at least CSRF AFAIK). There will be a PU issue to discuss a problem with implementation. Depending on the answer there after investigation, we might have a follow-up issue to call out a gotcha 😈, perhaps in an added Troubleshoot section.
