Blazor app base path 8.0 #30043
Description
As part of the App base path updates for SSR/BWA, let's show how to set it at runtime via the environment per dotnet/aspnetcore#50032 (comment). Cross-link to the Environments topic after #30042 is worked, and link to this in the preceding IIS section.
In Blazor WASM, the App component can add a <base> tag to <head> content, just need to remove the existing index.html <base> tag.
