Refresh SignalR Java Client API Docs

We need to kick off a new build of the SignalR Java client API docs. There have been a lot of changes since the last time they were generated. Also we changed where the code lives so we need to react to that as well.

cc @BrennanConroy and @rafikiassumani-msft - when was the last time the JavaDocs were generated for the SignalR client? Also, do we have any way to capture consumption telemetry on the Java client? I'd like to get an understanding of where we are in terms of usage on it.

3.1.3 looks like. I don't remember how to kick off the process, @Rick-Anderson do you know how to get new Java API docs?
