presence of tags in repo prevents use of other versioning schemes (file or callback)

I have a git repo with tags (used for other purposes). Based on the code here, the logic prevents the use of version_file or version_callback options

As a workaround I've added to my setup.py:

import setuptools_git_versioning as sgv
sgv.get_tag = lambda sort_by: None

version_file is a fallback option if there are no tags in the current branch, and this is desired behavior.

But I agree that version_callback should have higher priority than existing tags or version file, because this increases flexibility. Also in such a case user can implement his own logic of reading version_file inside a callback function.
I'll implement it the next version.

I've released v1.10.0, version_callback option now has higher priority than other ones, including automatic tag detection. Could you check it, please?
