Drop support for 3.12.x

3.12.x has been out of support for months, even 3.13.x will likely not get any more OSS releases.

I suggest that we remove the 3.12 version of this image and keep 3.13.x around till, say, spring 2025 when 4.1.0 is expected to ship.
