I think we could do a halfway decent job populating topics by, like, using the most recent topic, if there has only been one in the last hour or something. This doesn't really let you use topics in the short term to untangle simultaneous conversations, but does for conversations spanning days (if somebody on the Zulip side feels like populating them). We probably want to read topic edits from Zulip.
