toRadixString is frequently used to produce 0x strings. In many cases they should furthermore be of a certain length.

Maybe we should have: 3.toRadixString(16, prefix: "0x", length: 4) which would then produce: 0x0003

I don't think 'prefix' is worth it. The "0x" is the only prefix ever used, and you are already building a string. Add a '+' operator on String, and it's a non-issue.
The 'length' would be fantastic, and I'd want it on int.toString too. Perhaps consider calling it 'digits' instead (if you keep prefix, I'd expect then above example to give "0x03" where length is 4, but it has 2 digits).
