Migrate Kythe support to the new analyzer API

Update Kythe support to use the new analyzer API.

@jwren – is this an request to expose InheritanceManager in the official (non-src) API – or something else?

@bwilkerson @scheglov Is the Kythe support something that will migrate to the new analyzer API? Or, is there other exposure here wrt the move to the CFE?

I'm hoping we can move it to the new API, but I don't know whether we have the resources for that.

I think it's enough for know that we expect the new API to be able to cover the things that Kythe needs.
