Change the precedence of bitwise operators in analyzer

Change the precedence of bitwise operators in DartC, so that bit-operations bind tighter than relational operations.

Until the spec changes (if it does), this is not something the analyzer should worry about. If the spec changes, all the implementations (analyzer, vm, dart2js) need to adapt, just as for any other spec change.
