Deployment time

To enable troubleshooting, https://pub.dartlang.org/debug should contain a time stamp for when the current version was deployed.

@mkustermann / @jakobr-google: I think we have talked about this earlier, and there may be an AppEngine API for getting the current version, but I am not aware of anything in the Dart libraries. Is there any?

There's 3 sources of information:

• Environment variables (e.g. GAE_VERSION, ...) it's already used e.g. here
• Metadata server, see doc where you can get information about the GCP instance
• The appengine API, see source - (there's no longer dartdocs available for it :-/ )
