dartdoc can't switch analyzer to non-nullable mode anymore

Tests requiring non-nullability in the analyzer are failing at head.

This still needs to be addressed before NNBD is complete as a feature, but is worked around enough elsewhere to handle unforking the SDK.

There is now a defined way to enable NNBD:

Language constraint in pubspec '>= 2.9.0 <2.10.0'
NNBD Experiment flag enabled

This should allow us to move forward (or at least be blocked by something else)
