[PubSub] Fix spelling of lookupTopicWilcard method on subscriptionManager #665

Describe the proposal
The method name is improperly spelled and should be lookupTopicWildcard. This method should be marked as deprecated for the 1.16 release and another properly named method applied alongside it, then the older one removed in the 1.17 release.
