mintGen.ts script isn't working - fix or delete

Do we even need it still?
Some of the test accounts already have some gen (e.g. 0x90F8bf6A479f320ead074411a4B0e7944Ea8c9C1 - thank @jellegerbrandy)...

It seems like a redundant chunk of code so I think we could just delete it.
That being said, I'd appreciate if we could make sure all the test accounts and DAOs created in the migration (is that where it's being created? :) ) also have some eth & gen so it would be easy to play with monetary rewards...

@jellegerbrandy well until more of the test accounts have GEN in the migration, we do need it, or rather, it should be fixed.
