?format=raw doesn't work for other files in repo

In particular it should work for tool `.cwl` files as references in RDF - for picking a repository for raw URL redirects it is not important which one, as any Workflow with that commit would also have those files in their repo.

But I think it should also redirect for all files - e.g. data files.
