Support for FreeBSD

@arrowd, the GHCup project, these days, systematically builds 'unofficial' (as it puts it) GHC binary distributions for FreeBSD/x86_64. For example:

I was thinking of, systematically, adding them to Stack's default setup-info dictionary. However, I need some help to check that what I have done actually works for Stack users on FreeBSD.

If I add GHC 9.10.2 as a test, would you be willing and able to check that it works?

While I don't like the idea of taking ghcup bindist, I can do the testing, yes.

@arrowd, what causes you not to like a binary distribution built by the GHCup project? There is no point in populating Stack's default dictionary with references to executables that users will shy away from.

I don't have a strong rational argument for this.

FreeBSD Ports are build recipes from which the packages for our package manager are built. They are maintained and used primarily by FreeBSD developers and users, such as me. We're producing and eating our own dog food. Sometimes we apply FreeBSD-specific patches that are either hard or even impossible to get upstreamed. So, having Stack bindists produced from the very same build recipe ensures the same experience as using the official binary package. Another point is making sure that the resulting bindist is portable enough, which requires extra considerations to take.

Speaking of GHCup, I have no idea how those bindists are produced, so you can think of me having a NIH syndrome.
