Integration test 3942-solver-error-output failing on newer lts

The test for issue #3942 was introduced in #4114.

To reproduce, the original reporter suggested it needs an incompatible build plan.
However, the update to lts-11 means the build plan is now compatible.

I suggest making new incompatible packages within the integration test itself.

This is blocking release #4177.
