Should we be validating all text frames as UTF-8 data?

Not sure if the performance decrease is worth it as most of the time you'll be parsing the frame anyway so you'll know if it is invalid.

autobahn's tests want us to do this but I've disabled those parts of the tests for now.

I know gorilla/websocket doesn't do this.

Definitely not worth the performance hit.
