Expand spec coverage for Flows::CreateService and Flows::UpdateService

We currently only have very basic specs for both of these services. We should expand their coverage and have each case covered. It is enough to expand them on the request spec layer because that is how we get the input. We don't necessarily need to expand the service specs itself.
