When we needed to refer to customers based on their type of billing, during the rollout of new Cloud plans last year, we realized that contract and non-contract might not be sufficiently clear. (Technically, every customer signs a contract.)
I've reflected the wording we landed on - one example of each here. (You'll see a similar example in the last bullet of this release note.) Please consider finding a way to use it - or some form of it - in the other instances of non-contract, as well.
I recognize that it can get a bit wordy, and is not easily dropped in to replace "non-contract". Perhaps at some point we should define these billing types in one place and link out to them, for clarity, instead.

Per @jaiayu , customers and support have expressed confusion over the $15 monthly resource benefit available to non-contract Basic customers. Primarily that it is distinct from the $400 free usage benefit offered to new customers, but also that it appears as a credit on the monthly invoice.
