Previously, forecasts were only made if they had a forecast date on a Sunday or Monday. Now, any forecast made Monday or earlier will be accepted. However, if a forecaster makes multiple forecasts with valid dates, only the last one will be accepted.
Note: Currently, all forecasts have been made far enough ahead of the target_end_date that none are rejected on that basis. However, there are a few forecasters that make forecasts multiple times a week, so their earlier forecasts are discarded.
