Use covidHubUtils as a backup data source for when covidcast does not provide data.

This is mainly intended to resolve the issue where covidcast does not provide data for territories (Puerto Rico, etc). However, it is written in a flexible way so that it can apply to all geo_values. It is limited to the three signals that covidHubUtils currently supports, inc case, inc death and cum death (the equivalent of covidcast's confirmed_incidence_num, deaths_incidence_num and deaths_cumulative_num).
