This PR adds a new framework, Java CfEnv, which contributes the
java-cfenvlibrary for Spring Boot 3+ apps. This is the recommended replacement for Spring AutoReconfiguration which is deprecated.The Java CfEnv library will set the 'cloud' profile when used with the buildpack, which Spring AutoReconfiguration set explicitly.
