Call update reducer on any code changes, not just database structure changes

I recommend this is a P1 since it seems like users are actively confused about this, and the distinction is non-obvious.

Q: Do we mention the update reducer anywhere in our docs? If not, we could downgrade to P2.

In fact, we had intended to remove the update reducer entirely. I am not sure how it happened that it still exists, or to what extent it's currently implemented. I also do not know how the users who are asking about it have discovered it.
