This enables bzlmod and removes support for WORKSPACE. Reasoning is that this repository has such little churn, that we could just cut a release from the last commit on master and say it's the last WORKSPACE release. With only five commits in the last five years, I don't think there will be much, if at all, that lands before Bazel 9 is released.

If this sounds like a reasonable option, I can clean up the documentation here and finish cleaning up some of the other references.

I'll make another release (0.2) since the last (and only) release was in 2018, and that can be the final release that supports workspace

i made a 0.2 release for the latest commit to support workspace, so let's make this 0.3

I cleaned up a bit of the documentation as well to reflect that only bzlmod is supported, and that 0.2.0 is the last released version supporting WORKSPACE.
