R8 processing is missing an option to create filtered .jar

When optimizing and dexing with R8 (r8.bzl#process_r8), we seem to be missing a step to filter unnecessary entries from the deploy jar.
Those unnecessary entries can be something like LICENSE.txt, LICENSE, META-INF entries, etc.

Also somewhat related:
When not using R8, we seem to be defaulting to proguard, which calls common.filter_zip_exclude:

However, it seems to be filtering only 1 specific file. Not sure if that's intended and if we want to provide mechanism to the users to supply more entries to be filtered out.
