Add support for Cloudwatch

since there is already a "Cloudwatch Logs" feature request

I'd suggest to precise here that we're (probably) talking about being able to send metrics to Cloudwatch such as:

?

(I think we might also see a "Cloudwatch Dashboard" feature request some day, if someone wants to be able to build dashboards using Rust... and "Cloudwatch Alert" too)
