Ability to get partition from region #1256

Describe the feature
It would be useful to have a feature that allows the ability to get the partition from a region (like the Java SDK allows for).
A while ago there was this ticket, which was closed as not planned: #811. We're wondering if this is something that could be added in the near future.
Use Case
The Rust Platform Team has run into a use case where it is necessary to provide an API at the region level, but have some functionality on the partition level for the provided region.
