Description of changes:

• adding Alpine 3.19
  • skip crash test in this environment - unavailable dependencies means it does not pass due to Making libbacktrace optional #189
• adding Ubuntu 22.04
• fixing bitrot for Arch and Ubuntu 18.04
• optimizing build environment update workflow to share common steps, run in parallel
