feat: Add support to publish public s3 assets pre-defined in `cdk.json`

Modify the drift-service-catalog stack to allow passing flag to publish assets to a s3 bucket which can be publically accessible for quick-start. Also setup automated github actions workflow to execute on commit/merge to main branch.
