Feature request: add support to China and US Gov partitions in Api Gateway Authorizer event

Use case

Currently APIGatewayAuthorizerRequestEvent and APIGatewayAuthorizerRequestEventV2 only support the aws partition. It needs to be patched to dynamically partition, as this will support US GOV and China.

Solution/User Experience

Add support to dynamic partitions.
