bump vpc module to use v5 to fix hashicorp/terraform#31730
adding aws_s3_bucket_ownership_controls resource to fix terraform-aws-modules/terraform-aws-s3-bucket#223

Steps to follow:
To configure dependencies, run:

cd test
go mod init "<MODULE_NAME>"
go mod tidy
Where <MODULE_NAME> is the name of your module, typically in the format github.com/<YOUR_USERNAME>/<YOUR_REPO_NAME>.

To run the tests:

cd test
go test mwaa_test.go -v -timeout 60m
