Roles: SOSS now core maintainer

SOSS hiring had lapsed. The tasks have, in practice, been absorbed by those in the "core maintainer" role.

So this is to roll back to the real status quo, that devops is unimportant for the project: #393

I would never say devops is unimportant but we have no such position currently.

We have no one submitted funding request for this. 😢 At least not that I am aware but I wasn't watching that stuff closely. If this position comes back, we can update the page again.

I still see a lot of overlap between this SOSS and "Core astropy package maintainer (general)". They are both currently on the team page.

We are closing this, and will replace it with a new PR that will expand individual roles in the infrastructure team and reorganize which tasks are part of the SOSS position.
