Summary
I was accidentally creating files named, e.g.,
cpython-3.12.4-armv7-unknown-linux-gnueabi-install_only-install_only_stripped.tar.gz. I was misled because, in my own testing, I was downloading files likecpython-3.12.4-armv7-unknown-linux-gnueabi-install_only.tar.gzfrom the release (i.e., with the timestamp already stripped), in which caseparts_len - 1would be correct.
