Merge and rename packages and components to HttpSys* #283
Description
Merge Microsoft.AspNetCore.Server.WebListener and Microsoft.Net.Http.Server into Microsoft.AspNetCore.Server.HttpSys.
Make the low level WebListener API internal and remove anything not used by ASP.NET Core. Merge WebListenerOptions and WebListenerSettings.
Rename WebListener* to HttpSys*.
Remove websockets? Defer to middleware? It's the same implementation anyways.
