[PXCT-1499] Add instructions for fixing qcserial issue on linux (arduino-flasher-cli)

What This PR Changes

• Section addressing the qcserial issue that may be present on some Linux systems.

The fixes to the specific sections LGTM!

The Preparing the Hardware section and Flash Image to the Board need to be updated.

• Preparing the Hardware:

  • You can short the jumper and connect the board through USB (it won't never boot, you can wait like this any time) (no need to say tha this is a timed step, it is not)

• Flash Image to the Board:

  • You just need to navigate to the unzipped directory.
  • If you have connected the board fine, if not, connect it now. (you don't have to be quick or wait for anything)
  • Type the command arduino-flasher-cli flash latest and thats it.
  • Wait for the process to finish and type "yes" whenever it asks you.
  • Remove the jumper and power-cycle, then you are good to go.

  Remove the note saying: It is important to run the flashing command ONLY when the board is booting up; it does not work once the OS has finished booting.
