Agentic payments with skyfire - search only Actors allowed for agentic workflow

When skyfire is enabled:
[] - use the new search api and filter only Actors enabled for agentic payments
[] - if someone is using Actor that is not enabled for skyfire, handle it gracefully. Api returns 403: Actor is not whitelisted for agentic payment

We need to add arguments when using search-actors with skyfiew:

It will [allowsAgenticUsers=true] but only if skyfire is enabled.

We are dynamically adding skyfire-pay-id property for tools and Actors here

So, when using skyfire we will need to update search-actors definition, probably in the upsertTools. I'm not sure now
