What changes were proposed in this pull request?

This PR proposes to publish Apache Spark 4.0.0 to docker registry

Why are the changes needed?

To provide a docker image of Apache Spark 4.0.0.

Does this PR introduce any user-facing change?

No.

How was this patch tested?

Manual review.

Sorry for late review, if I didn't missed something, it seems we should move python3-java17, python3, latest, r, scala from 3.5.5 to 4.0.0.
