Which issue does this PR close?
This PR adds a staleness check that will auto-close issues. It is copied from the iceberg-python repo.
What changes are included in this PR?
A new github workflow for annotating/closing stale issues.
Are these changes tested?
N/A assumes iceberg-python got reasonable settings.
