Support setting Table Properties

Updating table properties allows to set properties through the Transaction API, that's introduced in #349

The Transaction API seems to already support setting and removing properties: https://github.com/apache/iceberg-rust/blob/main/crates/iceberg/src/transaction.rs#L94.

Is this issue asking to support setting and removing properties in update_table for the existing catalog implementations?

@barronw I see, you're right! It looks like only the REST catalog support commits, let's close this one and focus on that in separate tickets.
